Minutes of the January 14, 2010 Meeting

Board of Trustees of the Beacon Meadows Special Dependent Tax District

Carrollwood Cultural Center, 4537 Lowell Road, Tampa, Florida

 

Trustees Present:            Carol Coon (President), Caroleen Tillery (Vice President), Barbara Appel (Treasurer), Penny Phillips (Secretary), Judy Pack (Trustee), Chris Eddy (Trustee)

 

Trustees Absent:            None

 

The meeting was called to order by Carol at 7:03 p.m.

 

Secretary's Report – The minutes of the November 2009 meeting were read by Trustees in advance.  Carol made a motion, seconded by Caroleen, to approve the minutes.  The motion was approved by a vote of 6-0.  Due to lack of a quorum, there was no business conducted at the December 2009 meeting and no minutes to approve.

 

Treasurer's Report – Barbara reported that revenues for December 2009 were $18,292.23 and expenditures were $775.63.  Cash in bank is $24,298.71, with $12,799.00 available to spend.  Barbara also reported that the December water bill for the Casey Rd. entrance was $35.88, while the water bill for the Gunn Hwy. entrance was only $11.91, which seems low and may indicate the irrigation system at that entrance may not be operating properly.  Jay’s Property Maintenance should be asked to check into this.  The electric bill was only $.98 higher in December, so the holiday lights resulted in little increase in cost.

 

Old Business

 

Holiday Decorations – Barbara and Penny removed the decorations from the Beacon Meadows entrances on January 2, 2010.  Barbara was able to find the bad light bulb on the garland that was inoperable at the Casey Rd. entrance.  Penny is storing Casey Rd. decorations and Carol is storing Gunn Hwy. decorations.

 

Delinquent 2007 Audit – Barbara reported she entered the FY 2007 figures into the State system and confirmed that, as of October 15, 2009, Beacon Meadows was no longer listed as delinquent for its 2007 audit.  The website address where this information can be accessed is:  www.floridaspecialdistricts.org/noncompliance  

 

Gunn Hwy. Wall Damage – Penny reported she was able to locate a structural engineering firm that will conduct an inspection of the damage to the wall.  SEI (Structural Engineering Inspections, Inc.) will inspect the wall, prepare repair drawings, provide County permit documents (which must be filed by the Tax District or the contractor), and supply names of contractors for a fee of between $900.00 and $1,500.00, depending on the extent of the damage. 

A reallocation of funds is needed to pay for the services.  Carol made a motion, seconded by Judy, that $1,500.00 be reallocated from budget category 46.00 (Repair and Maintenance) to 31.00 (Professional Services).  The motion was approved by a vote of 6-0.

Barbara made a motion, seconded by Judy, to allocate up to $1,500.00 (budget category 31.00) for SEI to conduct the inspection and prepare the repair drawings.  The motion was approved by a vote of 6-0.  Carol recommended that Penny check the applicable Florida website to see if any complaints have been filed against SEI.  Penny will do so and contact SEI to schedule the inspection. 

 

Resignation of Trustee – Teresa Carroll, who moved out of Beacon Meadows, submitted her resignation with an effective date of December 1, 2009.  Penny made a motion, seconded by Carol, that her resignation be accepted.  The motion was approved by a vote of 6-0.

 

New Business

 

Weeds at Gunn Hwy. Entrance – Barbara reported that there are weeds at the Gunn Hwy. monument where the electric meter is located.  Carol will request that Jay’s Property Maintenance spray the area with herbicide.

 

New Trustee Search – Judy recommended that Trustees aggressively pursue finding new Board members. Strategies for doing so were discussed.  Trustees agreed to ask some of their neighbors over the next month.

 

General Information

 

Homeowner’s Association Database - Carol reported that she was contacted by Verizon regarding information for its homeowner’s association database.  The existence of this database may explain why there have been so many inquiries during the past year.  Carol will notify Verizon that Beacon Meadows does not have a homeowner’s association but, instead, is a special dependent tax district.

 

There being no further business, Carol made a motion, seconded by Penny, that the meeting be adjourned.  The motion was approved by a vote of 6-0.  Carol adjourned the meeting at 7:55 p.m.
