The meeting was called to
order by Carol at 7:10 p.m.
Secretary's Report
– The minutes of the May 2010 meeting were read by Trustees in advance. Barbara made a motion, seconded by Carol, to
approve the minutes, which were approved by a vote of 6-0.
Treasurer’s Report
– Barbara reported cash in bank is $19,085.51, with $12,086.00 available to
spend. She commented that about $10,000
is owed to T-3 Construction for Gunn
Hwy wall repairs and there are about $200.00 in
uncommitted funds until the end of the fiscal year.
Old Business
Gunn Hwy Wall – Barbara reported that a copy of
the subsurface investigation report prepared by BTL Engineering Services, Inc.
was provided to the Tax District. Also, Perry
Mallory of T-3 Construction sent the drawings and report to the County for
review and approval. Once the County has
approved the plans and issued a permit, repair of the wall will begin. He was not able to project when approval from
the County would be received.
Penny reported that, after
Barbara received a response from County Stormwater Management that none of its
projects could have caused the soil erosion by the wall, Penny sent an e-mail to
Stormwater Management explaining that Board meeting minutes from October 2004
and November 2004 had addressed a past Tax District President’s request to the
County that underground drainage be installed instead of a ditch. Penny’s
e-mail was forwarded to County Water Resources in April, and, in May, it was
forwarded to Tampa Bay Water (TBW), the organization that installed, in 2006, a
pipeline in the northern right-of-way of Gunn Hwy. in the area of Beacon Meadows. After reviewing photographs of the project,
it was the conclusion of TBW that the project could not have caused the soil
erosion by the wall and the wall was already leaning. Since the County is unwilling to accept any
responsibility for the problems with the wall, and the contractor who built the
wall cannot be located, Penny recommended that the Tax District request the
County’s inspection report of the wall from 1994, which can be accomplished
through a public records request. She
volunteered to pursue this after the wall repairs are underway.
Annual Public Budget Hearing – Carol reminded Trustees that the public
budget hearing will be held after the Board meeting at 7:30 p.m.
New Business
Signs for Beacon Meadows Entrances – Barbara asked Dan if he could
get signs at a discount through his business which would inform those entering
Beacon Meadows that there is a neighborhood watch and video surveillance in the
subdivision. He replied that he should be able to do so. Barbara commented that there is an existing
sign post at the Gunn Hwy. entrance but none at the Casey Rd. entrance, so the Tax District will probably need to get approval from the
County to install a post. She recommended that $70.00 be allocated for
signs. Carol made a motion, seconded by
Penny, that $70.00 be allocated (budget category 46.00, Repair and Maintenance)
for the purchase of neighborhood watch/video surveillance signs for both
entrances to Beacon Meadows. The motion
was approved by a vote of 6-0.
There being no further business,
Barbara made a motion, seconded by Judy, that the meeting be adjourned, which
was approved by a vote of 6-0. Carol
adjourned the meeting at 7:30 p.m. in order to conduct the public budget
hearing.
