Minutes of the May 8, 2008 Meeting
Board of Trustees of the Beacon Meadows Special Dependent Tax District

13550 S. Village Dr., Tampa, Florida

Trustees Present: Carol Coon (President), Barbara Appel (Vice President), Caroleen Tillery (Treasurer), Penny Phillips (Recording Secretary) – arrived at 7:30 p.m., Chris Eddy (Trustee), Judy Pack (Trustee)

Trustees Absent: Cheryl Bonk (Corresponding Secretary)

 
The meeting was called to order by Carol at 7:18 p.m.

Secretary's Report – The minutes of the March and April 2008 meetings were read in advance by Trustees. Barbara made a motion, seconded by Chris, that the minutes for both meetings be approved. The minutes were approved by a vote of 5-0.

Treasurer's Report – Caroleen reported that the bank statement for April 30, 2008 reflects cash in bank of $19,838.46. The cost of wall painting and repair (see below) will need to be deducted from that amount.

Old Business

Painting of Casey Rd. Wall – Chris reported that painting of the Casey Rd. wall has been completed by D&S Painting. The work appears satisfactory. It was recommended that Barbara include the brand and color of the wall paint on the Beacon Meadows website in the event homeowners want to paint their side of the wall.

Repair of Jackson Rd. Wall – Chris reported that D&S Painting finished repairing the top of the Jackson Rd. wall, except one homeowner refused to let Jay’s Property Maintenance trim jasmine on the wall, and shrubbery was not trimmed at the end of the wall near the park. Also, it was discovered that there is significant damage to the wall on the homeowners’ side in several locations (marked with blue tape), and there are a few places where the plants (bamboo, shrubs, and trees) on the homeowners’ side are pressing against the wall with significant force. Photographs have been taken of the damage that will require replacement of the blocks in many cases. A cost estimate from a mason will be required. Judy recommended that letters be sent to applicable homeowners about the problem. Homeowners need to take necessary steps to maintain their side of the wall and prevent its collapse. If a section of wall crumbles, it will be the homeowners’ responsibility to replace it, and any other section that their negligence caused to fail.

Special District Elections – Penny reported that she had submitted her signed Candidate Petition forms to the County Supervisor of Elections in order to become a candidate to run for Trustee in the August 2008 election. Carol and Judy will also need to run this year. Their seven signed Candidate Petition forms must be submitted by the May 19, 2008 deadline.

New Business

Financial Audit - The Tax District’s financial audit for last fiscal year cannot be completed until the bank statement for September 30, 2007 and the ledger can be reconciled. The bank statement reflects about $850.00 more than the ledger. Caroleen is attempting to find the discrepancy. Carol and Barbara have been providing assistance. Caroleen has successfully reconciled through March 2007.
Annual Public Budget Hearing – Trustees agreed that the hearing should be scheduled for June 12, 2008 at 7:30 p.m., following the monthly Board meeting. An advertisement must be placed in the St. Petersburg Times at least 21 days but no more than 30 days in advance (between May 14 and 21, 2008). Carol agreed to submit the advertisement. Carol will prepare two versions of the budget for consideration. She requested that all Trustees read the FY09 Budget Preparation Guide for Special Dependent Districts, copies of which she distributed at the meeting.

There being no further business, Carol made a motion, seconded by Caroleen, that the meeting be adjourned. The motion was approved by a vote of 6-0. Carol adjourned the meeting at 7:52 p.m.
