Minutes of the March 13, 2008 Meeting
Board of Trustees of the Beacon Meadows Special Dependent Tax District

Trustees Present: Carol Coon (President), Barbara Appel (Vice President), Caroleen Tillery (Treasurer), Penny Phillips (Recording Secretary), Chris Eddy (Trustee)
Trustees Absent: Cheryl Bonk (Corresponding Secretary), Judy Pack (Trustee)
The meeting was called to order by Carol at 7:35 p.m.
Secretary's Report – The minutes of the January 2008 meeting were read by Trustees in advance. Barbara made a motion, seconded by Chris, to approve the minutes. The motion was approved by a vote of 5-0. Due to cancellation of the February 2008 meeting, there were no minutes to approve, which was documented for the record.
Treasurer's Report – The Statement of Revenues and Expenditures for February 2008 was distributed.
Cash in Bank: $25,893.77 Available to Spend: $16,194
Caroleen reported that the former problem with the spreadsheet has been resolved. She also reported that the water bill for the Casey Rd. entrance was $32.00 while the water bill for the Gunn Hwy. entrance was $11.00. Carol agreed to check for a problem at the Casey Rd. entrance.
Old Business
Painting of Casey Rd. Wall – Barbara reported that she has the master postcard ready to be printed for mailing to homeowners to notify them of upcoming removal of growth from the Casey Rd. wall. It was agreed that the growth on the wall needed to be removed by April 5, 2008 so D&S Painting could start work by April 7, 2008. Jay’s Property Maintenance (the Tax District’s lawn maintenance service) will remove the growth, so Carol agreed to make contact in order for the project to be scheduled. Carol has had difficulty contacting Jay’s Property Maintenance, but she was able to get a current phone number from Caroleen. Barbara will mail out the postcards immediately and Chris will contact D&S Painting about starting work as planned.
Repair of Jackson Rd. Wall – Chris distributed a proposal from D&S Painting for repairing the top of the Jackson Rd. wall. Materials to be used are spray foam, wire mesh, and concrete patching. All areas of defect on top of the wall, including spider cracks and holes, will be repaired. The proposed cost of the work was $2,185.35. Penny made a motion, seconded by Barbara, that D&S Painting be approved to perform the work as described for $2,185.35 (budget category 46.00). The motion was approved by a vote of 5-0. Jay’s Property Maintenance will remove the growth before the work is started. In the October 2007 meeting, $250.00 had been approved for this purpose. Barbara volunteered to mail out postcards to homeowners for the Jackson Rd. wall project prior to the growth being removed. It was agreed that repair of the Jackson Rd. wall should be delayed until D&S Painting completes the Casey Rd. wall painting project to ensure that the work is satisfactory.
Light Fixtures at Entrances – Barbara reported that she had done an Internet search for light fixtures but was unsuccessful in finding any that may be suitable for the Beacon Meadows entrances. Carol remarked that more information on outdoor light fixtures may become available this summer.
New Business
Notice from County – Carol reported that a notice was received from the County claiming that the following documents had not been submitted by the Tax District:
· The FY 08 budget package with the advertisement of the second public hearing, minutes of the second public hearing, and a new budget resolution
· The audited financial statement for FY 07
· The minutes of the meeting where the Board approved the FY 08 meeting schedule and the advertisement of that meeting schedule
· The minutes of the meeting where Al Adler was removed and Judy Pack was appointed to the Board and a revised Special District Information form
Carol remarked that this notice was disturbing, since she had previously e-mailed the information twice and sent it by U.S. mail twice. Furthermore, Penny recalled previously mailing a copy of some of the minutes requested. It appeared that the County may have lost the Tax District’s file. Carol agreed to scan all the documents and e-mail them to the County again. Penny reported that she had already mailed copies of all the minutes requested, plus the new budget resolution.
County Neighborhoods Conference – Barbara reported that she will attend the conference at her own expense. It will be held on March 29, 2008 from 8:00 a.m. to 2:30 p.m. at Hillsborough Community College.
There being no further business, Barbara made a motion, seconded by Chris, that the meeting be adjourned. The motion was approved by a vote of 5-0. The meeting was adjourned by Carol at 9:15 p.m.
