Minutes of the March 8, 2007 Meeting
Board of Trustees of the Beacon Meadows Special Dependent Tax District

The meeting was called to order by Carol at 7:05 p.m.

Secretary's Report – The minutes of the February 2007 meeting were read by Trustees in advance. Caroleen made a motion, seconded by Al, to approve the minutes. The motion was approved by a vote of 5-0.

Treasurer's Report –The Statement of Revenues and Expenditures for February 2007 was reviewed.

Cash in bank: $18,855.34
Available to spend: $6,455.00

Carol commented that expenses are approximately $1,100 per month. The $6,455.00 available to spend could be used for projects, such as painting the Gunn Hwy. wall and replacing the Casey Rd. light fixtures.

Old Business


Light Fixtures at Entrance – Carol contacted three vendors regarding replacement of the light fixtures. Without inspecting the fixtures, all three vendors indicated that replacement of the fixtures would cost at least $500.00 each. Mike Phillips is submitting an estimate to Chris for replacement of the fixtures. Until the cost of pressure washing and/or painting the Gunn Hwy. wall is determined, Trustees agreed that discussion of this subject needs to be tabled. Carol reported that Judy
Pack and Mike Cunningham, two residents of Beacon Meadows, were able to open one of the fixtures and replace the burned out bulb with a 70-watt metal halide bulb for $27.80. Trustees expressed their appreciation to Judy and Mike for their efforts.

Post Office Box – Carol reported that Barbara recently inquired at the Stall Rd. Post Office if there were any #1 size boxes available yet. She was informed that the Tax District would need to rent a #2 size box because it was considered a “business.” That size costs $72.00 per year as compared to $40.00 per year. Barbara checked on the cost of boxes at the UPS Store at Himes Ave. and Busch Blvd. ($12.00 per month) and Dale Mabry Hwy. and South Village Dr. ($16.00 per month). Both require an annual contract. It was noted that either location has 24-hour access and Trustees can call ahead to ask if there is mail in the box. Discussion ensued regarding which location was better for accessibility. Trustees agreed on the Himes Ave. location, especially since the rental fee is less. Penny made a motion, seconded by Carol, that up to $175.00 be allocated for a post office box for one year. The motion was approved by a vote of 5-0.

Painting of Gunn Hwy. Wall – Carol reported that, upon closer
inspection, it was discovered that the wall is not as damaged as it appears. Chris contacted representatives of Sherman Williams, Benjamin Moore, and Tex Cote to get more information on the types of materials that should be used on the wall to prevent mold and mildew build up so that it does not need to be pressure washed and painted as often. The representatives agreed to inspect the wall and provide their recommendations. Penny noted that Barbara had provided a list of ratings on exterior paints from ConsumerReports.org. Dave Tillery, who submitted an estimate for painting the wall, pointed out that Tanner Paint, where he purchases the paint he uses, is a Benjamin Moore outlet, and Steve Tanner would provide a recommendation as well. The paint is specially designed for Florida weather and has a 15-year warranty. It costs about $10.00 to $12.00 per gallon (contractor’s cost). Dave would use acrylic semi-gloss (low-luster) latex paint and acrylic sealer. He commented that the wall has an extremely rough texture, which requires more paint. However, he uses a technique that provides complete coverage with only one coat of paint. Chris added that a special kind of coating needs to be applied to the top of the wall so water does not seep into the wall. Dave recommended an Elastomeric coating. Discussion ensued regarding changing the color of the wall. Trustees agreed that a beige tone would be preferable. Further discussion regarding the wall will be tabled until the April meeting after recommendations on the types of materials to use can be considered. Trustees agreed that, at a minimum, the wall must be pressure washed.

New Business

County Planning and Growth Management – Chris reported that he spoke with a representative of Hillsborough County who recommended that the Board obtain copies of the County ordinances pertinent to Beacon Meadows. The ordinances are available on the Web. Chris also reported that County Commissioner Rose Ferlita is interested in introducing changes relating to planning and growth management. She is to be applauded for her efforts.

There being no further business, Penny made a motion, seconded by Carol, that the meeting be adjourned. The motion was approved by a vote of 5-0. The meeting was adjourned by Carol at 8:00 p.m.
