Minutes of the April 12, 2007 Meeting
Board of Trustees of the Beacon Meadows Special Dependent Tax District

Trustees Absent: Al Adler (Trustee), Cheryl Bonk (Corresponding Secretary)
The meeting was called to order by Carol at 7:05 p.m.
Secretary's Report – The minutes of the March 2007 meeting were read by Trustees in advance. Barbara made a motion, seconded by Chris, to approve the minutes. The motion was approved by a vote of 5-0.
Treasurer's Report –The Statement of Revenues and Expenditures for March 2007 was reviewed.
Cash in bank: $18,855.34
Available to spend: $8,355.00
Barbara asked if budget category 46.00 (Repair and Maintenance) included money for painting the Gunn Hwy. wall. Carol confirmed that it does and that there is sufficient money available for the project.
Old Business
Post Office Box – Carol reported that a post office box has not yet been rented for the Tax District.
Painting of Gunn Hwy. Wall – Chris reported that he met with representatives from Tanner and Sherwin Williams to get recommendations regarding the type of paint to be used on the wall. Using a higher-quality paint will result in the wall looking better for a longer period of time and being easier to maintain. Also semi-gloss or gloss paint was recommended because it is more resistant to the elements. Recommended applications are spraying and back rolling. Chris presented three estimates for pressure washing and painting of the wall: Mulligan Painting, Inc.; D&S Painting Service; and Alvarez & Alvarez Painting, Inc. Trustees discussed paint options, costs associated with those options, and the proposed services offered by each contractor, including pressure washing. In addition, Dave Tillery’s proposal for painting the wall (labor only) was discussed. Dave would paint the wall for $2,000.00, but paint (estimated at 106 to 110 gallons) and supplies would need to be purchased and pressure washing would need to be arranged by the Tax District. Carol reminded Trustees that the law now requires a Tax District check be used for purchases for the sales tax exemption is to be honored. Barbara made a motion, seconded by Carol, that Mulligan Painting, Inc. be approved to pressure wash and paint the wall for $7,254.00 (with a $3,627.00 deposit) using Sherwin Williams 100% acrylic exterior premium paint (Duration). Further discussion ensued and Mulligan’s detailed proposal was reviewed item by item. It was noted that Mulligan will warranty for seven years all vertical stucco against peeling from previous coating. Carol amended the motion by adding that she be approved to sign the contract with Mulligan once she has verified licensure. The motion was approved by a vote of 4-0 (budget category 46.00), with one Trustee abstaining (Caroleen). Chris agreed to contact Mulligan to find out when the work could begin. Trustees next discussed paint colors. It was agreed that a beige tone should be used. Three colors were selected from an array of beige tones: Unfussy Beige (#6043), Lightweight Beige (#6092), and Sand Dollar (#6099). Instead of voting on a color, it was decided that the three colors will be applied to the wall (i.e., numbered 1, 2, and 3), at one of the ends of the wall, and homeowners will be given the opportunity to vote on a color during a specified timeframe. This will be announced on the Beacon Meadows website and homeowners will be able to e-mail or call in their votes. Finally, before work on the wall can begin, the shrubbery overhanging the wall will need to be trimmed. Carol made a motion, seconded by Chris, that up to $200.00 (budget category 46.00) be allocated for Jay’s Property Maintenance (the Tax District’s lawn maintenance service) to perform the trimming work. The motion was approved by a vote of 5-0. All homeowners along the Gunn Hwy. wall will need to be mailed a letter two weeks in advance to notify them when trimming and pressure washing will be done. Carol requested that Chris check with Mulligan to see if there is a standard letter that is used when the top of a wall is pressure washed. Penny volunteered to mail out the letters to homeowners.
New Business
Public Budget Hearing – Carol reported that the hearing must be held after the monthly Board meeting on June 14, 2007. It must be advertised at least 21 days in advance.
Jackson Rd. Wall – Chris reported that the top of the wall is missing or has collapsed in some areas. Consequently, plants are growing and water is getting inside the wall. Discussion of this problem was tabled until a future meeting.
Northdale Civic Association – Barbara reported that Northdale has a civic association. Membership is voluntary and costs $35.00 per year. This is an alternative to a homeowners’ association. A civic association can pursue deed restriction violations.
E-mail from Beacon Meadows Homeowners – An e-mail was received from homeowners regarding shrubbery that was trimmed along the Gunn Hwy. wall being thrown into homeowners’ yards. Carol agreed to call Jay’s Property Maintenance to ask what had occurred and why.
There being no further business, Carol made a motion, seconded by Barbara, that the meeting be adjourned. The motion was approved by a vote of 5-0. The meeting was adjourned by Carol at 8:55 p.m.
